What is it?
According to the EU OPS, the company structure lists four "designated holders" next to the responsible manager:
- Flights
- Preparation
- Service
- Ground operation
This system is valid for any AOC holder, from a single-engine excursion aircraft operator to an international long-haul operator with hundreds of aircraft. Obviously, this structure is very costly, especially for smaller operators.

Duties
The ground operator of the designated official has overall responsibility for all ground operations (terminal and apron) of the operator. In addition to the need for safe operation, compliance with the rules and regulations of the authorities is central.
EASA believes that the outsourced work now performed by the service provider must be carried out in the same way as the in-house personnel. This requires a strictly documented system, a basic contract plan, and a quality system capable of verifying compliance, quality, and level of service. In addition, a Safety Management System (SMS) must be developed and maintained.
Tools
The designated official's ground operations must organize these needs using one central document: the GOM, made up of several different separate documents:
- Scheduled, charter and special operations
- Aircraft maintenance, ground support and de-icing
- Cargo & Catering
- Safety and security, etc.
Several other settings are additionally required to meet the requirements:
- Quality Control and Quality Assurance
- Contract Security management system
- Management
